SAC Request Form (PDF require Acrobat Reader. Click here to download). – This form is used to request simplified acquisition certification. It is used for SAC A or SAC B. This form must be forwarded to Carl Henn at 6100/6D01 along with an up to date resume, most recent performance appraisal, and training certificates for relevant classes. You should only request certification if you have the requisite training and experience. People requesting certification in order to increase purchase card authority should send the request through Annette Romanesk, 6011/547H.
HHS Simplified Acquisition Certificate A (SAC-A) Delegable Authority – This certificate is sufficient for delegation of Contracting Officer authority up to and including $25,000 per transaction on the open market (also includes purchase cardholders and card approving officials for the same levels). This certificate is also sufficient for delegation of Contracting Officer authority to place orders against Federal Supply Schedules, Government-wide Acquisition Contracts (GWACs) and other delivery and task order vehicles up to the contract limit or not to exceed $500,000 per transaction, whichever is less.
HHS Simplified Acquisition Certificate A Requirements –
- Training -
- Basic Simplified Acquisition Procedures or DAU’s CON 237, “Simplified Acquisition Procedures” (CON 237 – online)
- Advanced Simplified Acquisition Procedures or Appropriations Law.
- Experience – Minimum 6 months of hands on experience in simplified acquisition.
- Satisfactory performance rating.
HHS Simplified Acquisition Certificate B (SAC-B) Delegable Authority - This certificate is sufficient for delegation of Contracting Officer authority up to and including $100,000 per transaction on the open market (also includes purchase cardholders and card approving officials for the same levels). This certificate is also sufficient for delegation of Contracting Officer authority to place orders against Federal Supply Schedules, GWACs, and other delivery and task order vehicles up to the contract limit (if any). This certificate is also sufficient for delegation of Contracting Officer authority to execute commercial item acquisitions in accordance with FAR 13.5 – Test Program for Certain Commercial Items up to $5.5 million.
HHS Simplified Acquisition Certificate B Requirements –

- Basic Simplified Acquisition Procedures or DAU’s CON 237, “Simplified Acquisition Procedures” (CON 237 – online)
- Advanced Simplified Acquisition Procedures or Appropriations Law
- CON 100 (Shaping Smart Business Arrangements)
- CON 110 (Mission Support Planning)
- Experience – Minimum one year of experience in simplified acquisition, 6 months of which must be hands on experience in simplified acquisition.
- Satisfactory performance rating.
Mandatory Skills Currency to Maintain an HHS Simplified Acquisition Certification
GS-1105s/GS-1106s and non-1100 series warranted Contracting Officers are required to earn 40 continuous learning points (CLPs) of skills currency training every two years beginning January 1, 2008. A SAC will expire if 40 CLPs are not earned every two years following employees’ initial certification or recertification and an associated certification and warrant shall be considered invalid. The HCA shall notify the warrant holder in writing when the revocation or modification of the warrant is effective, providing enough time to ensure that no unauthorized obligations are made, and direction as to how the employee can correct the situation. The warrant holder must acknowledge this notification in writing. Expired warrants shall be returned to the HCA.
How to apply for Simplified Acquisition Certification
The employee initiates certification by submitting a request to their supervisor, who in turn submits it to Annette Romanesk (for purchase card holders) or to Kelly Jackson for all others. The request package must have the Appendix N request form, up to date resume, most recent performance appraisal and relevant training certificates.
