COR Re-Certification

FAC-COR Certification: (New Guidelines Effective January 1, 2012)

All those with FAC-COR certification issued prior to January, 2012 will be grandfathered in as a Level II. If you now require a Level III certification, you will need to complete the additional requirements and request the higher level certification at the time you re-certify. Please note, the thresholds set forth below are NIH-specific determined by the Head of the Contracting Activity, Diane Frasier in conjunction with the HHS policy directive issued in January, 2012 by the Senior Procurement Executive, Angela Billups which allows for OPDIVs under HHS to set specific threshold levels.

All those with FAC-COR certification must complete required refresher training as noted below every two years and apply for re-certification in order to retain it. The training period tracks from the date of issuance of your FAC-COR certificate. It should also be noted that when you submit your re-certification application, it is placed into an approval queue which generally takes less than 10 business days to process. Your re-certification date would reflect the new date approved rather than be matched up to be consistent with the date of when your current one expires. For example (like renewing your driver’s license) if your certification expires on October 1, 2012 but you submit your application to us on August 1, 2012, your new date would reflect when you’re approved in August rather than October. For this reason, it is recommended that you submit your re-certification approximately two to three weeks prior to expiration rather than submitting it earlier.

Level I :   Entry level/Apprentice

Appropriate for individuals serving on technical evaluation panels or supporting low risk contract vehicles such as firm fixed price and services/supply contracts and orders that do not exceed $150,000

COMPLETE:

1.       Complete Training Documentation form

2.        One day COR Refresher training – *see options further below

3.        16 hr Appropriation Law training or designated refresher

4.       2 hr Green Purchase training

5.       2 hr CPARS training is recommended – CPARS questions to CPARS@mail.nih.gov

6.       Ensure that you are registered for FAC-COR listserv and FAITAS

7.       APPLY HERE

Level II:  Mid-level/Journeyman

Appropriate for individuals supporting contract vehicles of moderate to high complexity with threshold values ranging from $150,000 to $25,000,000.  Training requirements must include completion of 40 CLPs to include.

COMPLETE:

1.         Complete Training Documentation form

2.         1 day COR Refresher training – *see options further below

3.         16 hr Appropriation Law training or designated refresher

4.         2 hrs Green Purchase training

5.         2 hrs CPARS training is recommended - CPARS questions to CPARS@mail.nih.gov

6.         Additional CLPs to equal cumulative total (including above) of 40 mapped to the COR competencies

Level III:  Senior/Expert

Appropriate for highly complex and mission critical contract vehicles requiring significant acquisition investment for contracts exceeding $25,000,000.  Training requirements must include completion of 80 CLPS to include.

COMPLETE:

1.         Complete Training Documentation form

2.         1 day COR Refresher training – *see options further below

3.         16 hr Appropriation Law training or designated refresher

4.         2 hr Green Purchase training

5.         2 hr CPARS training is recommended - CPARS questions to CPARS@mail.nih.gov

6.         1 Ethics or Fraud Awareness training – Annual NIH Ethics training is sufficient

7.         Additional CLPs to equal cumulative total (including above) of 80 mapped to the COR competencies

Policy on Expiration:

It is your responsibility to keep track of when your certification expires, although we will attempt to notify you at least one month prior to your expiration date. You should communicate to us via email FAC-COR@mail.nih.gov to explain any extenuating circumstances that would inhibit you from completing your re-certification training requirement.

0-3 Months after Expiration:A grace period may be granted, but you must first notify us: FAC-COR@mail.nih.gov

3+ Months after Expiration: After the three month window of expiration, you will need to complete a full 40 hour COR basic training course again in order to obtain re-certification. In extreme cases of illness or other hardships, a waiver may be requested to extend for six months FAC-COTRWaiver 2011.doc, however waivers must be approved by the Senior Procurement Executive at HHS.
