About DAPE

The Division of Acquisition Policy and Evaluation (DAPE) provides policy guidance and technical assistance to the NIH acquisition community including:

  • Advising contracting and program staff on acquisition policy and regulatory matters
  • Acting as the liaison between NIH, HHS [including the Office of General Counsel (OGC)] and other Government agencies in acquisition matters
  • Evaluating the NIH station support and research contracting operations
  • Serving as the focal point for protest actions and coordinating with the OGC and the HHS Protest Control Officer (PCO) on protests filed with the contracting officer and the Government Accountability Office
  • Developing and implementing internal NIH acquisition policies in the form of Manual Issuances, Delegations of Authority and Desk Guides
  • Analyzing and disseminating Federal Register Notices applicable to acquisitions and providing comments to proposed rules
  • Developing, updating and disseminating clause matrices and representations and certifications
  • Reviewing and recommending for action: acquisitions with other than full and open competition and requests for deviations from the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR)
